The collective impact of Mental - substance abuse disorders, neurological problems and injuries is seen through significant mortality, morbidity, disability, huge socioeconomic losses and overall poor quality of life. The existing approaches in these areas have not been able to reach the vast majority of needy people for both management and rehabilitation. Health promotion and prevention have received no importance, even though evidence exists for its application. Emergency and acute care along with injury prevention needs total strengthening. The gaps in converting knowledge to action stare glaringly due to inadequate policies / programmes and population based approaches through cost effective solutions. The barriers in areas of care, prevention, policies and programmes require strengthening in the years to come. There is a need for public health framework for programmes which would "turn off the tap" rather than "mop the floor". The approach requires a strong input based on evidence based public health, evidence based medicine, cost effective solutions on a sustainable nature. There is a need to develop a large pool of knowledgeable human manpower consisting of skilled researchers, programme managers and policy analysts to plan, implement and evaluate programmes which would address a primary care approach through a multi-pronged approach. In addition, capacity strengthening of policy makers and programme managers, from both within and outside health sectors is a major requirement.

Objectives of "Centre for Public Health" at NIMHANS:

  1. augmenting capacity strengthening and human resource development to enhance activities in management, prevention, rehabilitation and policy strengthening in the areas of mental /neurological /substance abuse disorders and injuries,
  2. Strengthening public health and population based research in the areas of mental /neurological /substance abuse disorders and injuries,
  3. providing advocacy and support for review of existing policies/ programmes and development of need based policies and programmes,
  4. facilitate networking and collaborating with other institutions of excellence to strengthen public health components in these areas.

Proposed Activities

The proposed Centre would broadly focus in the areas of (i) augmenting capacity strengthening and human resource development, (ii) Strengthening public health and population based research in the areas of mental / neurological / substance abuse disorders and injuries, (iii) providing advocacy and support for relevant policies and programmes, and (iv) facilitate networking and collaborating with other institutions of excellence to strengthen public health.
